Managing Quality Through Regulation: Priorities and Possibilities, October 2000

In collaboration with USAID, the Pan American Health Organization (PAHO), and the World Health Organization (WHO), the Quality Assurance Project (QAP) sponsored the first global conference to address the regulation of healthcare quality from the perspective of developing and middle-income countries. The conference, Managing Quality Through Regulation: Priorities and Possibilities, was held October 4-5 at the National Press Club in Washington, DC. Through plenary and case study presentations, the conference technical program highlighted regulatory strategies that have been effective in raising levels of quality of care and governments' stewardship or steering role in regulating healthcare quality. Over 150 participants from 35 countries attended, including representatives of public sector health agencies, non-governmental organizations, professional associations, and donor and cooperating agencies.

The conference technical program addressed four major themes in assuring quality through healthcare regulation: the Regulatory Role of Government, Licensure of Providers and Facilities, Certification, and Accreditation of Health Delivery Institutions. The first theme examined governments’ stewardship role in ensuring healthcare quality and safety through legislation and regulation. The other conference themes explored general principles and specific applications of the major regulatory tools of licensure, certification, and accreditation.
