Health Systems Assessment Approach Manual Launched at National Press Club
Health Systems Assessment Approach, a manual jointly developed by PHRplus, QAP, and Rational Pharmaceutical Management (RPM Plus), was launched at the National Press Club in Washington, DC on April 25, 2007. QAP’s Dr. Lynne Franco, a member of the panel introducing the manual, presented on field applications of the approach.
The impetus for the manual came when USAID recognized a need to broaden access to a wide range of existing knowledge, tools, and approaches about health systems strengthening. In 2005, USAID’s Health Systems Division launched the Mainstreaming Initiative to directly address how to more fully utilize existing knowledge about systems strengthening and provide access to proven tools and approaches for planning, implementing, and evaluating health programs. As part of this initiative, PHRplus (Health Systems 20/20 is the follow-on project to PHRplus), QAP, and RPM Plus, the three major health system strengthening projects, were selected to draw from experiences working on various different but complementary components of health systems to develop an assessment approach. The result of this effort is the indicator-based, modular assessment tool that was presented during this seminar.
The manual provides a framework for looking at health systems issues at a national level, focusing on governance, health financing, health service delivery, human resources, pharmaceutical management, and health information systems. The health systems assessment approach seeks to systematize lessons from past experiences and develop new approaches to build capacity to recognize and respond effectively to health system strengthening challenges. The manual is intended as a tool to assist health program planners and evaluators identify strengths and weaknesses in health systems and prioritize intervention opportunities.
Each of the three initiative partners (HS20/20, QAP, and RPM Plus) presented a matrix listing tools and resources each project has developed that complement the Health Systems Assessment manual. The matrices point to existing tools and approaches that USAID has developed to assist in assessing and implementing health systems strengthening interventions. Link to download matrices.
